I experience same issue with the LOD. I always was getting some 25 FPS so this is not the problem at the moment. The problem is, regardless of what I choose, LOD stays on the minimum available setting. The game autodetects settings as "high".
My card uses 3.6gb out of its 4gb, when on ultra. Though it appears to hit 3.9 briefly, then drop back down, as though it tired to fill all 4gb, then thought, ah... Not enough space, best back off.I tried all possible fixes for this problem: I changed the graphics settings, turned on and off the loading of shaders, changed the monitor resolution. And the only thing that all this gave was an increase in FPS. But it didn’t remove lowpoly. The latest hotfixes gave an increase in FPS. The video memory on the gtx 1050 is not fully used, but only 1.6GB out of 2GB. Textures are not loaded only close, if you look into the distance, everything is fine. From all this it follows that the problem is not at the level of the video card, but at the level of the game engine.

Im 3 days away before Steam's Refund offer expires, i really, really hope not having to do that, PLEASE DEVS SAY SOMETHING!!!!Is this a recognized issue that we can expect getting hot fixed or refund is a better option? It's unplayable in a state it is, and I'm kinda wondering if this ever gonna be addressed or screw it, ask money back and forget about this game like a bad dream it is now.

Game is indeed unplayable.
We did not needed a new overpriced GPU to play Horizon in Ultra graphics before Odissey, did we? NO, Dev screwed us.same here on a ryzen 5 3400G, but... it s the lack of VRAM, so I m afraid there s no fix for that other than buy a new GPU :/
that s true, most of us seems to be below the minimum 3gb VRAM required, we are indeed screwed. There are a few exceptions, kinda give me hope in some sort of fix.
there s even people who can t actually play the game at all, stuck somewhere, crashing and so... I don t think we can achieve an Horizons performance level ever with 2 gb VRAM.
It would be awesome having just the correct LOD for now lol
