Many people, even when playing in a squadron, are playing solo most of the time. Changing the owning fraction of the system to the squadron's one may prevent from chaining owning fraction for multiple systems on the outer rims of the galaxy. Of course you could BGS your way to the top, but it is a hard work and often impossible because of other commanders.
Alternatively, it can be may so system architects are allowed to manipulate present fractions in the system. I know it is against the bgs, but imagine putting tens of hours into creating your system just so a group far outnumbering you can turn it into anarchy
Also, I see a big need for diversity on the outer systems, as a huge percentage of them in my neighboring system belong to one, not so friendly, player fraction.
