Micro-freezes & stutterings - Am I going crazy ?

Check any overlays, steam overlay, TeamSpeak overlay, discord overlay, they all reduce performance to a degree.
I can't remembedr the name of the one that overlays info like when you map a planet it tells you what is there that you should go after- also tells when you enter a system "Anarchy- crimes will not be reported". After I installed it (Plugin) I started see it, I also notice that when the game is loading your save it will minimize(Twice) during the load of that plugin.
 
There are lots of possibly overlays (Discord, Steam, EDN plugin for EDSM, ...) but I tried disabling them all. Sometimes the issue is not too invasive, at other times it renders the game almost unplayable (at least for combat which needs a bit more accuracy than turrets-in-space-style shooters).
 
Here is a video of the CPU/GPU usage while stuttering happens.

I tried some tweaks because my computer is a laptop which tends to overheat quite quickly. I just tried undervolting a tad, but reverted to default just in case that would cause the issues I'm experiencing, which was not the case.
I also tried the Windows Power Management thingy (the performance slider within the power icon popup) to Better Performance and Best Performance. That didn't change a thing.
I didn't touch the GPU though. That was mostly all I did, nothing very fancy.


Looks like you are far more CPU than GPU limited.

What happens if you force threaded optimization in the NVIDIA driver control panel to "Off"?

Well I mean, CPU is in the 50-80% territory & GPU seems around 50-60% in the short clip I posted. Doesn't seem that much imbalanced to me.
I'll try your suggestion but I might not be able to test before the end of the weekend though. Thanks for the clue !

Overall CPU utilization can be misleading. You need to check individual core/ thread load. If a thread comes close to 95% or more, it might already limit.
In order to reduce load on the CPU you could disable shadows and draw distance or set a frame limiter below your usual Fps.

But your problem can also be related to software. Some Windows service that is doing something in the background (like telemetry services) or an AntiVirus or some other software doing stuff in the background. In general missed frame syncs with VSync enable can cause intermitted stuttering, but the "freeze time" would be shorter than your stutters.

You may have a point there, I'll check the AV which can be a tad overwhelming at times.

You aren't looking for balanced utilization, you are looking to remove bottlenecks.

The game has two or three render threads and not being able to pick them out clearly on the per-core CPU utilization along with the low GPU utilization, tells me that your CPU or memory (in the sense of bandwidth and/or latency, rather than capacity) are overloaded.

Games generally run smoothest when the only limiting performance factor is the GPU.

This is what ED often looks like on my setup (i7 5820K @ 4.2GHz w/4x4GiB DDR4-2667 CL12 and a GTX 1080 Ti @ 2.03GHz/5.94GT/s):

I've since changed OSes and drivers, but the pattern is the same, and I lack the issues described in this or related threads. I'm completely GPU limited (with a GPU that is half of the entire system budget), and that's ideal.
 
The degree of the issue varies for me (both in frequency and duration of stutter), and so I chalked it up to a few factors - CPU, memory, server comms (online bottlenecks), and local disk access. I moved the game to an SSD and the issue didn't really change, so that lowered on the list.

I have had the feeling (for what that's worth) that it was primarily a combo of CPU and online bandwidth, and that what was essentially happening is that my PC was doing stuff online in the background that was sometimes making it take its eye off of me for a split second and that was the stutter. Things like Windows auto-updates, Steam doing stuff, etc. I try to keep all that stuff as close to zero as I can but nowadays it's almost impossible.

I dunno.
 
OP: Sometimes it's the simple things that cause problems like this. Try deleting the Nvidia cache - it a folder full of files under your /user path and will be rebuilt next time the game launches. Google it and you'll see many helpful links.
 
I play on the PS4 pro. I had a single hiccup today while supercruising to a station. Other than that I was doing nothing special.

Maybe some high priority process inside ED is refusing to give up a CPU or the GPU until it completes or reaches some particular stage and is blocking a process that needs to run for smooth graphics.

I get the same hiccup when scanning of a body completes in the FSS. It is as if a relatively slow process such as a hard drive IO runs to update the save file but runs in a way that blocks other processes. Or it is a high priority CPU process. It seems to block the whole game.

This is certainly better than CPU limit, but to get the most balanced frame timing, setting a frame limiter so that your GPU is actually not under full load is even better. This is especially important for VR, where volatile frame times can considerably affect your experience (or even make you feel sick).
But in case of OP, this will only help him to find a solution. Only if the CPU is seriously limiting, an Fps limiter would be the way to go to reduce the load of your CPU. Alternatively OP could apply super sampling above 1.0 to shift the limit to the GPU.
 
Well actually it doesn't even seem like CPU lag or anything, it never goes anywhere near 100% so I'm pretty sure there is still some headroom there. Before patch I never encountered the issue. I tried something as per @B1rdy 's suggestion: I set an exclusion for ED directory in the AV configuration. I played for around 1 hour without hiccups. We might be on to something here. As to why it didn't occur before...
 
As you mentioned yourself, software is constantly changing through updates. Therefore tracking software related issues down can be so time consuming the an installation from scratch might be worthwhile. But I am glad, it appear to be "only" related to you anti virus.
 
I have an issue that is sufficiently similar to what is being discussed here that I hope sharing details might help.

I have a Rizen 5 CPU and a Radeon RX 580 GPU. My system has 32 GB of RAM. The graphics card has 8 GB. Drive is a 200 GB SSD that has more than 70 GB available. Internet connection is fiber-to-the-home usually clocking at 900 mbps download and 240 mbps upload. Ping to the UK is around five milliseconds.

The game runs in Mid graphical settings.

I interact with the game using an XBox One Elite controller with a USB dongle for wireless connection, as that one doesn’t support Bluetooth.

Playing in Open on a Krait Mk II with an NPC crew member manning a ship-launched figher, during the first ten minutes at a Resource Extraction Site [Hazardous] (roughly), frame rate is stuck at 60 FPS. The game doesn’t stutter or drop frames. It’s smooth and enjoyable. After this performance starts to degrade slowly. First it drops a few frames here and there, freezing for fifty to a hundred milliseconds before resuming. Then it gets worse and freezes become more frequent. Frame rate drops heavily during combat.

I thought the problem might have been due to overheating, so I disassembled the computer and cleaned all the dust, going as far as disassembling the graphics card and the CPU cooling system. This did not help.

During the game I have been monitoring the GPU temperature and other variables. It doesn’t seem to be overheating, staying below 80°C.

When doing the same activity in Solo, I managed to stay at 60 FPS for the duration of my play session (around 45 minutes), although a smaller number of NPC ships seems to spawn in this mode.

If a Frontier developer wants remote access to my computer, or would like me to test something, I would happily oblige. I am a software developer myself, and know how important is to be able to reproduce the issue in order to fix it.
 
From what I read a lot of people have problems with ship-launched fighters and lagging. Don't think it's hardware related, it's a networking bug in the game.
Do you have any problems when not using an SLF?

If you place a worse GPU in that system, the stutter is going to get worse.

I play with a gtx460 and stutters a lot, specially during witch space, if I overclock the thing, the stutter lessens to almost zero if I don't jump travel or get in a planet or something like that. If I throw shadows///volumetric in, it starts to stutter.

I mean, the GPU is crap nowadays, but i've always experience LESS FPS, no sound/graphics stuttering like this.

I guess it's a game-related and GPU issue, overclocking my CPU does not seem to help, nor does help adjusting ram clocks or something. Just ocing the GPU.

Also bad connections only seems to make the game buggy, not stutter or some weird shing. Every time I travel in witch and It lags, it doesnt stutter, the animations just keep playing, just that. But when it stutters...

Try a different controller, I had exactly the same issue as you, switched to a 360 controller and all my problems vanished. Something to do with the Xbox One controller drivers was maxing out one of my CPU cores

 
I was running today with a Sony DualShock 4 controller over Bluetooth (the Playstation 4 controller). Performance still drops after awhile. It is definitely not caused by the controller drivers. Also, no individual virtual CPU core was held up by a single process according to Windows monitoring tool. All virtual CPU cores were hovering around 30%-50%. I understand that may mean hitting CPU limits, as my CPU has four physical cores but eight virtual ones. If all the virtual cores are at 50% that would mean that all the physical cores are at 100%.

I’ll test without SLF now.
 
Just started to notice micro-stutter in mainly supercruise, in open and PG, see PC specs in sig below (all drivers latest WHQL).... haven't had this problem since the dodgy 2.0 update....... FPS solid at 100fps.... started today when I booted ED up... everything else fine on PC... no changes.... internet is blisteringly fast as usual and latency is negligible (250+ Mbps Down, 50+ Mbps UP, Ping +/-2ms) ... any thoughts?
