They shuttle ships and modules between stations. They do a poor job supplying Colonia with certain type of modules though. So there is a niche market.
However, they are the only ones who can load modules or ships in their cargo hold.
I must honestly admit I have no idea whether "Deliver this 2A FSD module to a station 23kly away for X megacredits in 61 hours" would pull in a lot of pilots.
It'd be a lot like some passenger missions just without the spoiled passengers whining about beer 10kly away from any sign of civilisation (can we have a 'jettison passenger' with decompression animation for these?).
