Need help with solid 90fps (Windows MR)

I've been having performance issues in ED since I got my Samsung Odyssey+ which I've spent some time troubleshooting. Although I've managed to improve it somewhat, reprojection is still kicking in frequently (any time I'm near a space station, planet, or other ships).

Here are my specs:

CPU - i7 4790k @4.0 GHz (stock, no overclock)
RAM - 16GB DDR3 1600MHz
GPU - GTX 1080Ti (Hybrid air/water cooled - 117% power target - +20 GPU offset - +300 Mem offset)
OS - Windows 10, version 1809
HMD - Samsung Odyssey+

The steamVR graph shows constant CPU late starts (red). It's usually light blue indicator light for CPU bound reprojection that comes on first and GPU bound reprojection only comes on if I turn up SS. The task manager shows CPU usage hovering around 50% (and going into the performance monitor, all cores seem to be being used more or less equally)

Here are the troubleshooting steps I've taken so far.

-Tried both release and beta versions of both SteamVR and Mixed Reality for SteamVR (not a significant difference. Beta versions felt like they might be a bit worse)
-Pressed Win+Y once headset is on to get rid of the blue overlay at top of monitor. (This had a significant positive effect on performance, but not enough to maintain 90fps)
-Disable G-Sync and ensure V-Sync disabled in NVidia control panel (didn't make much if any difference)
-Set PhysX in Nvidia Control Panel to use GPU only (no difference)
-Turn SS down to 1.0 (In SteamVR, and both in-game SS and HMD quality settings). I've even tried bringing it down to 0.5 and using the VR low profile. I still get CPU-bound reprojection in stations.
-Disabled Superfetch in windows (not sure if it helped)
-Using Intelligent Standby List Cleaner software (don't think it has any effect)
-In Steam settings, unchecked "Use Desktop Game Theatre when launching desktop games while SteamVR is active" (I think this increased performance a little, but not sure)

At VR medium profile with 1.5 supersampling in SteamVR, I've gone from reprojection being always on to now only having it on in stations, while landing on planets, while near other ships (ie. nav beacon).... basically any situation where I'm not in supercruise. Lowering supersampling or graphics settings further don't seem to gain my any additional performance.

What else can I do to get it running at 90fps?

Take a look at the other threads in this sub forum. You'll soon see a pattern of users (with better CPU / Ram configs than you) with the exact same issue as yourself. There is some sort of optimization issue with Elite, particularly in stations which cause frame rates to tank on some occassions. No amount of adjusting settings will resolve the issue, some days you'll notice it more than others.

Good luck getting support to take the issue seriously.
 
And for every person with issues, there seems to be someone else saying that they are running on ultra except for one or two key settings with high levels of SS and everything is all good.

I get it that there are always going to be hiccups, but I can't hit solid 90fps in most situations. Approaching a nav beacon: framerate tanks. Entering orbital flight: framerate tanks. Just passing by a cluster of several planetary bodies while at supercruise: framerate tanks

Ignore them, they're talking biowaste. Anyone that actually looks into the matter with FPS monitors etc will tell you the same as I am, the game no matter the hardware, no matter the settings does not run 100% of the time at a solid native 90FPS - it just doesn't.

It might be worth noting that Steams SS setting @ 100% is likely way above your HMDs actual res per eye. I'd check that as well if I were you. No offence but your RAM and CPU are a little on the older side as well, that could be causing you issues with such a high res headset. Oh, and turn off steams motion smoothing, and the WMR one if you have it on. They may be kicking in and out while you hover around the ~90FPS mark causing stutter in places you'd usually see none.
 
Hey Alether, I get mostly 90fps. As CylonSurfer says it does dip to 60ish when first entering stations and certain settlements/bodies but mostly 90fps since building my new PC. Made a post talking about my build here:

I don't have much time just now but something that jumped out was this:

I don't get that at all. I have odd red spike but it's nowhere near constant, and my CPU (OC'd Ryzen 1600) usage averages 75%, GPU 95%+ with 1080ti like you.

I'm happy to share my settings etc when I have more time but currently my PC is a clean install on Windows 10 1809 with Elite on VR Ultra(+), a couple of other games and what's needed for WMR (Lenovo Explorer here although I have an Odyssey+ on the way) so nothing extra running in the background. My previous machine was an i5 3570 and ASW was on most of the time sometimes dropping to 30fps. A can only think that a combination of more cores, faster clock speed and RAM and a clean WIndows install has made the difference.
Oh and the Mixed Reality Portal had changed from when I first installed it so maybe it's been updated.
