Many people were rooting for Europe as the last continent still not represented in the game properly.
But for me there are a lot more underrepresented regions and continents like:

  • South America
  • Central America
  • Middle East
  • India
  • North Asia
  • Australia / Oceania


I can easily think of South and Central American separate animals packs in a blink of an eye.

Totally agree, South America's biodiversity is stunning!!!! Specially in Brazil, the most biodiverse country in the world. If only our politicians cared about nature conservation...
 
Oceania and South America still least pecentage of representation of their well known species. Africa has more missing species, but it also has excellent representation. Asia's not too far behind. But honestly between Asia and Africa, outside of two habitat animals I'd be okay with Africa not being revisited, whereas there's a larger list from Asia I personally want to see.

Taking aside the capybara, which is the missing animal for most people at this point, I'd rather see Oceania revisited before South America. But if we took actual number of animals, I'd have a larger list of South American animals I'd want to see than Oceania. It's just that Oceania is poorly represented, that even if I could only come up with 7-10 animals total I'd like to see, the need is overall more pressing for me.

So for me it's: Oceania, South America - high priority, Asia, Africa, - medium priority - Europe, North America - low priority

They consider diferents aspects of an animal. One of the main reasons to include It in a DLC is its popularity. You can see It in this interview.

Community wishlists from reddit, yt and forums are used to choose animal when developers have hard decision between choosing two species. Also they count every animal from every list so this particular list dont exactly reflect what players actually want.

Yes, like every list.
Do they pick up the top tier animals and make a pack out of them or something like that?
No. Most of ,,top tier,, animals wont make into the game anyway. Its like suggestion for them. Frontier ultimately decide what region they want to visit next, so every animal has it's chance.
