Well saidBoman must not be linked as a player faction then. Looks like just a minor faction they chose to back?
In any case, they should allow HALP to take control of Khakya. It's the neighborly thing to do for fellow Pilots Federation members.

No idea about Boman, but I disagree with this sentiment. If every large faction would allow new PMFs to take over their chosen systems, soon the large faction won't be large anymore.
Someone wants a system? Fight for it, and keep fighting for it. We live in a shared galaxy with competing interests. Work daily, or live out on the fringes of civilization. There is no reason an area of space that CMDRs have already put time and effort in should be vacated for new player supported faction without a fight.

I have to agree, though obviously am biased. I did all the checks for player groups and them being a NPC Faction made me overlook them, otherwise I would not have chosen that system.

We simply had a chat and they accept we will not interfere with them as long as they do not interfere with us.
Not sure I agree with these human backed factions. What right do they have to object to a human faction showing up near to there NPC groups? Why don't they start the same way as the rest of us?

Usually people just talk and have a solution. Or, when they don't find a solution, they have a fight.
It is a game, and there are plenty of ways inside and outside the game to find a solution to a conflict.
A PMF can not be retreated from their home system, so as long as they don't give up, they ought to win in the long run.
