OP will be edited with additional info as it comes in.
1) Its a utility module, and can be used along with the Xeno scanner.
2) It needs to be charged in advance, and has a 10s cooldown. It appears to work like ECM does but versus the alien shutdown ability.
3) Charging takes up to a second.
4) After charging you keep it charged & ready for up to five seconds, after which it automatically starts re-charging.
5) It doesnt appear possible to hotkey the module.
6) Available at HIP17692, Blackmount Habitation in the Pleiades.
Shown in effect (courtesy GluttonyFang):

How it works:
1) The Thargoid needs to be in the area of effect, the module sends a pulse disabling the thargoid's ability.
2) You need to be holding the trigger when the Thargoid strikes.
3) If you are still charging, it doesnt work.
4) If you trigger too soon, the module auto-fires after five seconds and enters re-charge mode. If the Thargoid strikes you're fried.
