btw, has anyone spotted npcs flying these new ships, or are they commander-exclusive?

What do you have to look at?
New ships are essentially regular ships with a more stable SCO.
I've seen a lot of NPCs on Python2, and I'll say more I've seen a lot of NPCs on Cobra Mk4, so Cobra Mk4 ship is not available to all but a few commanders who bought the game after 2014.

Well, since all I've been doing lately is exterminating bugs over there. Next time I'll try to get a screen shot of that ship.
