No alarm console?

So far I've just seen the one variant that has no alarms panel and it's the tiny industrial one (there may be more, but my guess is it's always this type). I did go to check it before adding to the issue tracker and it definitely has no alarms panel so anyone trying the "but have you looked here..." line is a bit late to this party imo.
Yeah, me too. I added the name and system to that issue. It was a settlement with only a PWR, one HBR and one IND building.

I was doing a covert mission there. I was able to get the sample. The alarm went off, but no mention of it in the objectives panel, while getting the sample was comlpeted.
Just to be sure I relogged and saw the mission was still completed. Not sure I was just lucky, or it always glitches like this.

That's odd, I'd have expected that to be a guaranteed fail mission. I wonder if that's repeatable? If it is, it sort of makes the issue moot. But still clunky.
 
There's an industrial one that's notorious for this, it's got a turret control terminal in the power building where (presumably) the alarm controls should be.
Even with maxed access or an e-breach there's no sign of an alarm control on the terminal.
There's a "bug" with fetch missions, where the correct container is on the roof of a building - outside.

This does not show on any terminals, probably because it isn't techincally in the "surroundings" area, because it's within the building region, but not inside the building either.

Could... could the power panel be on a roof?!?!

Well, I would not call an hours head scratching, looking for a missing panel, and attempting to sacrifice the effort and a mission moot.
The whole idea of these missions kind of fails.

Many settlements without alarm console. Bug or "feature"?
Sometimes the Alarm Console is "hidden" from the settlement's computers search. You'll need to steal a "level 3" profile in order to see the location.
Most times the Alarm console is located and CMD. In Tourist settlements is is usually located at PWR. Rarelly it is found at IND, RES or even HAB.

Yes, the people posting here know this - the alamr console simply doesnt exist on the reminals no matter your access level on some settlements

I had a similar thing happen. I got the mission reward, but it didn't count towards Terra Velasquez. I know because it would have been the last one I needed to get her.

Interesting. I was busy unlocking her too, and for me it was also the last covert heist I needed to do :)

I can confirm that it changed in update 5. Some settlements don't have alarm and scan consoles to turn off, and this has nothing to do with your profile level.
My question is: Is this by design, or a bug?
In my opinion it's a bug, because before update 5, EVERY SINGLE settlement has a alarm and scan console to turn off the alarms and scans.

Just found an alarm panel in a LAB, its my first one I found there, still:

The terminal listed it there as well
 
Just found one of these that I picked up a covert heist for: Paramburi 4 - Quantock's Instsallation. Small settlement with just a PWR, IND, and HAB. Only console it had was the one to shut down anti personnel turrets. No other consoles appeared in the terminal.

Edit: added my vote in the issue tracker.

I think you didn't understand. The issue is not "the console is not in the cmd center". Settlements has different designs, many of them small, without cmd center. In these types, the alarms console appears in labs, hab, power or even in other areas.
The issue is: After update 5, I've found MANY settlements without alarm console, in ANY area.

I think there is a bug.
I've opened a ticket. In a few weeks fdev should fix.
 
These would be fine, if they just didn't have an alarm, and I guess couldn't be targeted for covert missions
Yes, I agree. It is supremely frustrating taking a covert mission, spending time locating an NPC with high enough clearance, cloning their credentials, and then discovering in a terminal that all of that was wasted effort because the settlement alarms can't be disabled. I must be a glutton for punishment because I keep on trying.

So, is the problem that you set off the alarm, or that because it has no console, it doesnt register completion?

I didn't think you had to disable the alarm to complete the mission, just, not set it off.

If you are stealing a thing... Alarm will go off when trying to open it.
