No alarm console?

So, is the problem that you set off the alarm, or that because it has no console, it doesnt register completion?

I didn't think you had to disable the alarm to complete the mission, just, not set it off.
Heist missions will always trigger the alarm when you take the item from its container unless you have disabled them first.

In my opinion it's a bug, because before update 5, EVERY SINGLE settlement has a alarm and scan console to turn off the alarms and scans.
This has been a long-standing issue with the settlement procgen. People were already finding these places back in May.

Sure might have been nice to have an actual iterative and phased testing period instead of a clearly botched marketing ploy masquerading as an alpha.

You mean you don't test settlement generation by restricting them to a few set layouts?
Or planet gen by trapping everyone in a small bubble with a limited number of systems?
Or weapon balance by omitting an entire class of weapons?
Next you'll be telling me that you need internal playtesters.
