Where was it promised? I think you may be mistaken using this word. I've not seen a 'promise' made. KS wishlists are by no means promised deliverables. It clearly states so.

Sorry, but that's simply not true. People are playing solo with close to dialup level data exchange. I know at least several people who play on regular basis on shady connections. Solo online is really usable for majority of people.
Ohhh, there's easy way to know....some few thousand people will try to get refund. Few hundred will get it.
and ED has always been advertised as MMO game. Pay good attention next time.
This was during Kickstarter campaign and relayed by most reviewers

I would really like to know how much internet data the game uses. If a dev could tell us that would be great - frequent dropouts are annoying but the deal breaker for me is my data limit. My unsophisticated measuring of my own usage in beta has been around 1Mb per minute - which really is too much for me to play for a proper amount of time given I share a small quota with others. But if the devs could clarify this issue I would appreciate it - it's always possible that windows was updating in the background or something when I was trying to work it out - and my IT skills are non existent.
Yes, in a newsletter, trying to slip it in as one-liner between marketing , hoping no one would notice.
And this on the kickstarter page, answering some DRM-related potential issues (https://www.kickstarter.com/projects/1461411552/elite-dangerous/posts/376335?cursor=1998331#comment-1998330):

Yes, and that second part of message is meant that they have unofficial pledge to give out server software in case they decide to stop ED project. Context matters.
Not reading just a little bit too much into that? It could just as well be refering to the training missions...
Thus proving that it's not a technical impossibility, which makes my hope for some holiday space exploration a bit stronger. Now, if they could just do it fast, so that we can all enjoy the game as we respectively planned to enjoy it at its inception, that would be great.
Bedst. Forum. Post. Ever.
Yes, those were promises *during* Kickstarter, when game wasn't even designed yet.

Hehe. Except that it feels more like:
Customer: May I have the beef dinner but without the onions or garlic sauce as I'm allergic to them. I can't eat here if you can't do this.
Waiter: I'll just go and ask the chef...
[Waiter goes and asks the chef and returns]
Waiter: Yes Sir. I've asked the chef and we can do that for you.
Customer: Thank-you. Most excellent service.
[time passes... waiter passes by]
Waiter: Your special meal without onions and garlic sauce will be with you shortly Sir.
[more time passes, the waiter turns up with the meal.]
Waiter: Here's your meal Sir. We changed it to garlic beef with an onion dressing for you, as it's far better and the chef said that he couldn't do anything without garlic. It was a difficult decision for us to make. But if you don't like it, the door is this way.
This is why people are upset.
