Nvidia locks me into using HMD display

So first of all, Nvidia detects two versions (purchased the game only through steam) of the game but the one it lets me "optimize" is locked into using VR headset display which I do not use. Basically when I'm trying to play, my monitor is locked into thinking it needs to use a lower resolution for the headset I do not have. I've tried uninstalling GeForce but still had the same issue. I'm not sure what's happening but maybe someone has a similar issue or suggestion?

Want to play at 2560 x 1440

Nvidia locks it to 1024 x 768

My GPU is a 1070

I should note that this is a new issue and have played at the settings I want before, just now it's stuck trying to use some settings I don't want. From what I'm interpreting, Nvidia is launching my game with the intention of me playing in VR when in fact I am not
 
1024x768? Jeeze I haven't seen that resolution since the days of my P75...

Seriously though, make sure that you have the GPU drivers installed correctly.

Plus, you do not need to use geforce experience, it doesn't always work. Just set the resolution and graphics quality within the game.

Well the weird thing is that my in-game settings read the correct settings I should be using but I can still tell on screen that the resolution and HDR isn't quite where it's supposed to be at.

Tried uninstalling GeForce too but I didn't notice a fix so I'm kind of at a loss here
 
some suggestions
have you tried nvidia control panel (right click on empty desktop) manage 3d settings global restore
change your res there first to whatever you want it
delete the gpuworktable.xml in your products folder
when game restarts set res there to same as the desktop and hmd is not selected
open task manger(cntrl alt del) startup an check you have no vr headset software running on pc boot
else download latest driver package from nvidia choose custom install untick g force exp an tick clean install option

You can try adding "/novr" as a startup option to the launcher.
Since you are using Steam this should be done from there Properties->Launch Options.
The option should disable VR completely (and thus the HMD) in the game.
