In all fairness, I'd expect PA splash damage to be seriously reduced in a vacuum or tenuous atmosphere. With no casing to fragment and no thick layer of interviening gas to send a shock wave through, only the rapidly diminishing (with range) mass of plasma and any debris kicked up by the impact would be able to inflict any damage.
Charging a canister with plasma and launching it at high enough speeds to cause damage with impact/shock resulting in the plasma being released would be a very inefficient use of plasma. More likely the plasma would be sheathed in a magnetic field to keep it coherent just long enough for it's very brief flight time after being propelled via rail gun like mechanics.
If there is so much as the possibility of falling damage, mark my words, there will be at least one thread upon the release of the Odyssey beta asking for suits that automatically negate this, and another demanding fifteen trillion light-years of ramps and guard-rails be installed to cover all ridges and cliffs of all planets in the game.

I suspect ED has so many complaints about ganks and safety because ED's player base is surprisingly old. There was once a thread about everyone's age and I remember that average being in the 40s. Lots of CMDRs in their 50s and 60s. Competition and war is very much a younger man's game.
