Objectively it's not.
Full games with many times the content cost the same or less.
That's not to say fans of Elite Dangerous don't think Odyssey (or any Elite DLC) is worth the price.
For some, just the ability to walk on planets they've only been able to drive on is well worth $40.
When Elite is your hobby, $40 is really not a lot to spend. Those playing other games can spend as much (or more) on a single Plane or Train.
That said, if I knew how "bare bones" (and buggy) Odyssey was going to be I would not have pre-ordered it.
Only having access to three suites and handful of weapons doesn't bother me, nor does the very limited number of station social spaces / concourses.
What disappoints me is the actual amount of new gameplay I get with $40.
FPS Combat
Conflict zones have one mode - Domination. No CTF, No Team Deathmatch, No asymmetrical "plant the bomb" or "rescue the hostages" as far as I can see.
And the only way to join reliably (that I've found) is by taking the Frontline Solutions shuttle adding several minutes to the start and end of the match.
And you don't seem to be able to edit your loadouts during this entire time, so if you don't like your existing loadouts, you're sol.
The bright spot here are the missions - go salvage something while fighting npcs. But so far they all seem the same to me.
Exploration
Day one I visited an active Thargoid base as well as Guardian Ruins. Once was enough - cool but nothing new to do on foot.
I also tried collecting lifeform samples on planets several times, and two issues really suck the fun out of this.
First, when using the surface scanner to reveal where life is, the blue and green colors are hard differentiate. Not sure why they just don't increase the contrast between the two - seems like a simple tweak of a couple of numbers?
Second, the bio scanner thingy only holds one Lifeform's set of samples at a time, so you end up walking around the same plot of ground over and over again.
Why not allow me to buy a scanner with three canisters instead of one - that way I could grab up to three different Lifeforms and not have to retrace my steps multiple times?
The Grind
As someone who plays a couple times a week for fun, I'm not into the rinse and repeat gameplay.
Sure, when I was trying to unlock new ships years ago I'd grind, but the result was a totally new ship to play in, not just upgraded stats for existing items.
The same was true with the Guardian Grind - the end resulted in many new types of modules/slfs for my ships.
My Conclusion
In the end I don't think the content included in Odyssey as released is even close to being worth $40, however I won't argue that for some it's a small price to pay to have new content added to their favorite game.
That said, unless Frontier can pull off a "No Mans Sky" style comeback, and actually provide content with Odyssey that's worth the price, it will likely be the worst rated product they ever release.
