Omnipol Auxilary/Deputy and mirror Criminal Faction trees

Over a concourse PA and displays a voice echoes,

"Omnipol needs you! Tired of bounty hunting and chasing credits? Become a Deputy of Omnipol and help systems in need!"

What I suggest uses most of the same structure in place and is two fold:

First, Omnipol could be a contact like the Authority Contact at stations. They have missions that are like the bounty hunts for specific persons but also offer new mission type that is like a one-time conflict zone. They would issue urgent requests to settlements under siege or that have been taken over by criminals/pirates/etc. You would deploy with friends or an AI Omnipol squad via dropship to a settlement where your task is to clear it out. The other mission being to investigate a settlement by looking for illegal caches of weapons and simple dialogue trees with locals to determine the hidden criminal and confront them. Similar to negotiating mission rewards in concourses you could bribe or browbeat NPCs at a settlement wearing an Omnipol uniform. You could also become a deputy with a unique ability to not have a settlement turn hostile if you discover a bounty. Perhaps one day even being able to hunt players with high Notoriety. An Omnipol contact in the concourse would be great as well.

The payout would be credits but also access to purchasable Omnipol gear, such as the above suit cosmetics and pre engineered weapons and equipment. The balancing factor would be that they are at a preset level, preinstalled upgrades, and cannot be upgraded further. The effect on the system would be greater rep and influence gain as well as improving system stability. The higher the rank you have within Omnipol the better/more gear you can get. You would be you lose rep with the system criminal factions and access to perks in the criminal tree below.

The second and inverse are the criminal factions. You can do heist, assassinate, theft, etc missions and gain access to more goods at the bartender and local black market. Expanding on other suggestions of reworking the bartenders; here you could trade or even purchase engineering materials of the "Goods" and "Data" category once you reach higher rep with the local criminal factions. Depending on system type would denote the types of goods you can get. Industrial has more Ionized gas or Tourist has more Opinion Polls for example. This would be the long game and help you access more engineering materials but of course you are usually wanted. Rather than grinding or supercruising in/out you complete actual missions. You invest in a systems criminal faction. So it requires additional effort, and credits, to get the mats but fewer soul sucking grinds that would technically still be faster for immediate gains. Perhaps even get issued underground bounty missions for high ranking Omnipol Deputies nearby...

Consider it a more simplified power play system that allows players everywhere to interact in open in meaningful way for more opportunities at emergent gameplay with actual perks.

In short,
  • Become space police for shorter term, middle of the road on-foot gear that is capped.
    • Risk of being hunted by criminals increases
  • Become a local Crime Lord, high risk and easier, but not necessarily faster access to Engineering mats
    • Risk of being hunted by Omnipol increases
  • Stay Neutral, no change. Relogski or Cruiseski and go about your day
  • Be Cop and Criminal in different sectors of space?

You can also potentially enlist per system, much like at Frontline Solutions you Enlist at a specific CZ. Something that is much more related to direct gameplay players partake in on a daily basis that can affect systems in meaningful ways that isn't power play and delivering propaganda.
