I'd say they look average.
I meet people out on the street that are much uglier than that.
And I am not even mentioning what looks back at me in the mirror.

None of them are smiling. No RNG there then! With RNG you'd expect one smile among them surely?
May be thare not smiling because they're fed up of rolling dice?

Dunno OP - Did you fall into the Instagram-Fake-Photoshop Trap. I Dont think their too bad. Theres some bad ones out there but id say their pretty average.

Even my Cleaning Wench and Co-Pilot doesen't look too bad.

I actually have SERIOUS problems hiring new Crew, as I can't stand ugly avatars.

I only accept harmless slots, so my choices are extremly severed.

Not sure if they did this intentionally (making 95% characters really ugly), or engine is just not polished enough.
