Because (shocker) I don't think Open is a good fit for V2, because its closer leaning to the BGS and not like V1 PP.All of which could be accommodated by PP 2.0 having an exclusive mode.
After all, if one is fanatic about PP, why would one not want to spend their entire PP gameplay with like-minded individuals?

Hence having its own mode - no need to balance risk / reward (that hackneyed old trope) as the risk will be equal.
The only players in the mode will be PP players - which, allegedly, are the only ones of interest.
PP activities couldn't be carried out in any other mode, so UM or whatever is going to happen in, allegedly, plain sight, assuming time zones, instancing and working life don't serve to obscure those players.
An ideal scenario, surely?
The same outcome could be achieved, to an extent, through the creation of a permit locked volume, a distance from the bubble, newly populated with factions and seeded with one system controlled by each power, that only players in Open could enter - no need to change the game significantly for everyone to give those who don't want any player outside Open to affect them a volume to call their own (even if it would be shared by both Live "Opens", i.e. Horizons and Odyssey). It would probalby not even need to be that large, a few thousand systems or so, to be big enough for its intended purpose.I agree, it isn't.

Indeed - although the faint pre-echoes of "the PPP aren't enough of a challenge" are already leaking from a possible timeline....But at least the PPP will exist in every mode, that might quieten down the outcry a little.
