All legit reasons but you missed one...(shoot on sight for kill warrant scanner).I'm sure some players consider me a griefer. I suspect that's how it starts. Rationalizations..
"I'm not wanted"
"I don't carry notoriety"
"... never over 1.. "
"He deserved it"
"He's wanted or he was last week"
"He refused my help!!!"
"I dont like his avatar"
"he uses a docking computer"
"he bumped me coming out of the station!"

Open is not griefer heaven. The real problem, as stated before, is people complaining about being 'griefed'.
If you don't like Open Play, PG and Solo are fine. If you want to play in Open, stop giving "griefers" your head space and get it done.
Last night a buddy and I flew over to Farseer, landed on the moon there, and rode around in our SRVs for the first time.
We mined the phosphorous and sulfur we required to buy FSD/Engine upgrades.
Turns out some sentinels were there so I recalled my ship, blasted them, and then we raided the nest and recovered gold, platinum, and so forth.
We did this in a private group and lol'd all the way to the bank.
If you'd like to join us some weeknights (6:00 - 7:00EST) in my private group feel free to ask.
One day we'll patrol open space but for the time being I don't miss it.
We simply don't have the ships that could withstand an attack (skills aside).
I know my current place in this game - in group play.
That said, I don't think of PKs as griefers in any meaningful sense of the word.
I don't think that is fair.
If you don't play in open then how will we ever be able to meet up and be fwiends?
I can be Friends with PvPers.
And even with Pirates. (Which is not Surprising because in many Games I was one lol)
But not with Gankers.

If you Kill someone Randomly without there being a Solid Reason or Requirement to Kill him.
Then you are Killing him because you have Fun when he Suffers.
Hence your a Griefer.

I call myself a ganker but in reality I go after everyone regardless of how tough or easy I think they might be which is really just a PKer.
Carebears like to give us names and put a label on what we do but in reality we're just pvpers playing as bad guys. I'll gank you and then 10 seconds later help you mine for money or show you a sweet grind spot if you ask me nicely and I know that the vast majority of "bad guy" pvpers will do the same.

Because FD has so far Failed to actually provide a Proper Crime and Punishment System that would provide any actual Risk to Griefing.
Do you know why some Hardcore PvP Games have far less Griefers then ED Open ?
Because there if you Murder Someone you cant just Park the Weapon with which you Murdered Someone in a Station and go about your Business Normally again after 5 Minutes.

I can afford about 100 rebuys right now.
Flat out PvP against another player, with only the rebuy, would be entertaining.
The problem is rolling back to the port with 1 million in bounties and then gank.
The problem is taking 20 minutes to catch up to my buddy only gank.
The problem is finding gold, platinum, and unobtainium on a planet's surface and being curious about what it will fetch at market when gank.
Once things are engineered and I've got a billion credits none of those things will matter.
Right now, a gank can really be annoying.
