I just had an idea!
We have those rather expensive performance enhanced thrusters for small ships...
Why not add other over priced "performance enhanced" modules…?
From my experience, small ships, such as the Eagle, are practically useless for late game players. But being able to improve them further, at a ridiculous cost, as well as engineering on top, would give these old birds a new meaning.
Your rebuy would reflect that, so a super performance enhanced Eagle is going to have a pretty hefty rebuy, so won't be a throw away ship like it currently is.
So you could have modules like,
Class 1-3 PE power plant, several million to buy. Adds a good few MW to your ship.
Class 1-3 PE power distributor. Again, over priced, but better.
Class 1-3 PE FSD.... Expensive, but can either augment supercruise or jump range. Or both.
Shields we technically have in the form of Prismatic and Bi weave, but maybe add something here too.
Then weapons.... Yes.!
Most weapons only come in 1 class, 1 rating, in fixed, gimballed, or turret.
What if we got class 1(and 2?), E-A rated weapons too?
Massively increasing in price, and performance..?
By the end of it, you'd have an Eagle that costs upward of 50,000,000+cr, but can probably go toe to toe with a much bigger things.
Still limited by the chassis, so no extra internals or utilities.
As a new player, you can then also chose to keep your ship and upgrade it further, before moving on. It would add much more overlap to ship progression. And for older players, it's something we can go back too.
