It's not a sanction against Russian players. There are more languages (such as Dutch) that have not been added, despite a large amount of Dutch speaking players.

There is a huge quantity of text that has to be translated and it would require many hours to translate everything. It would also require testing and QA once the translation is complete, to check if the translations are correct and fit within all of the UI elements. I personally don't think that Frontier is going to invest time into any additional translations.

Please check this thread on the Planet Coaster Steam forums, which is about a Russian community translation for the game. I don't know the current status of that translation but it seems like a large part of the game has been translated. Good luck!

In case you want to ask: community translations will not be added to the game as official translations. The community translations are made by the community for use by everyone who wishes to download and use those translations. Check the first post of this thread for instructions about how to use community translations.

As explained earlier in this thread there are most likely no plans to add an official Russian translation to the game.
