Your combined kills are probably still less than 2000. Bounties do not equal kills, worth at most half I figure. So you are close but not quite there.

Some food for thought on hitting Elite in combat
I did some math on my road to Elite, grinding some numbers from folks who posted their Elite screencaps here and on reddit. Here's what I found:
WHEN SOME COMMANDERS HAVE HIT ELITE
Regression line: bonds = -.488 x bounties + 9610
Standard error = 188
r^2 = .90
Data points: 16
Now, I've long forgotten most of what I've ever known about statistics. I am fairly sure that there aren't enough data points to make too strong a conclusion. I also believe that there are variables (rank of opponent etc...) that should be taken into consideration in this problem. But, as it stands, and with what we have to work with data-wise, I did find this formula useful.
Later observation: I bet with more data, this will converge to getting elite when 9600 = bonds + (bounties/2).
Corollary: If you only do bounties, expect elite around 19,200 bounties. If you only do bonds, expect elite around 9,600 bonds.

Elite at 4200 Bounties ( alot of them double/triple ones) and 6300 bonds.

Grab a vulture and head to a conflict zone and just grind it out. That how I did it.
Combat bonds seem to be worth about 2X-3X as much as bounties.
just do yourself a favor and stop looking at it. It's agony.
Certainly has a close match for your numbers after the start.
From what i can remember the devs have said the difference between your combat ranking and the combat ranking of the kills is whats important.
I haven't seen any comment from them about the actual ships, that is, if you are in a sidewinder and you kill a cobra does that count for more?

I think you're really close. 541 more bonds (+/- 270) or 1104 more bounties (+/- 540) would put you on the line in the graph. Good luck.
