Erm.... Don’t know if I’m missing some key detail in what you’re meaning but Barnard’s Loop as a whole isn’t locked. Been in and through it plenty of times.I attempted to visit it as an early exploration destination simply because it was a known (ie real star) destination. I travelled around Barnards loop as my first long distance journey simply because it's right there on the skybox, encouraging a player new to the game to go & see just how big it is regardless of any lore. Adding the permit lock and leaving it locked for so long has denied this simple pleasure of visiting arguably the most interesting nebula in the game.
I struggle to believe that any planned content can be so compelling that it justifies locking out such a large region so close to the bubble for so long.

Some systems in BL are indeed locked, as the Horsehead Dark Region is locked and spreads into BL in places. There’s still plenty of unlocked systems in BL though.

(Spoilering the background part of the rest of the post as it's a bit OT here so trying to avoid taking too much space in the thread.)My first trip out of the bubble (early 2015) was through the region that has since become permit locked. I'm happy to accept you may be more intimately familiar with the borders of that region than I am, I don't use external tools and quite regularly travel in <30ly jump range ships. That you did not consider this possibility is understandable, it would be boring if we all played the same way![]()
I'm more than happy to provide some more detailed info/directions if you want to try and take another trip out to BL, but appreciate that might cross over into the territory of the use of external tools, so will only do so if requested.![]()

Having permit locked areas, especially in UNEXPLORED regions of the galaxy just seems a little fishy to me. It doesn't even make any kind of sense semantically speaking.
How can you need a permit for a star system that no one has been to before, in the first place?????????

I am currently out near the California Nebula in a 23ly iEagle and prompted by your earlier comment I'm considering a trip closer to Barnards loop approaching from the side rather than from the bubble as most new explorers might (bearing in mind that our conversation was prompted by my comment that to permit lock such a prominent region so close to the bubble for so long seems questionable and that it may be opened up soon).
What I do know from my own trips is that an extensive region (or regions) that I described as Barnard's Loop is of inherent interest to a budding explorer looking to take in the sights regardless of lore is locked out and has been for some considerable time now. One system like Polaris is understandable, we can presume the permit can be unlocked but the method has not yet been discovered or the story has not yet reached the point where that permit is obtainable and to my knowledge has always been locked (bugs not withstanding).
I realise Orion's belt and the region of space in that direction is of interest to tin-foil-hattery (Giza Pyramids etc) even outside of Elite lore, but it is also interesting to players not wrapped in the tin-foil and is probably the largest unique structure in the game - that's why I went there first (in early 2015, before it was locked). When it was locked off I did not expect it to remain so for this long, imo the story should not interfere with regular play for so long.
