I would hope at the very least that there's something to do on foot and in your SRV that would matter for PowerPlay. Past that it's too painful to even want anything.
Frontier didn't tell us anything other than "we're doing something with PowerPlay," and it's really really rare for them to scrap entire play systems altogether, which is what a "good" reimagining of Powerplay would require. I think a lot of the ideas people are mentioning here are good ones and switching over to something analagous to the systems used for the Thargoids, or to a more BGS-adjacent approach with missions and such, are all plausible sounding but also my gut tells me that they are "too much work" for present day Frontier to dig into, and again - at odds with their strong tendency to never ever scrap any already existing play mechanic.
We know they won't do a PvP only thing or even a soft mechanical nudge towards privileging the effectiveness of actions carried out in Open Play, because of the weird tantrums that some of the playerbase likes to throw whenever this issue comes up. I do think, though, that this would be the easiest way to reinvigorate PowerPlay as a genuinely interesting playspace for people who want to engage with the larger premise of this game as an MMO, and to add a sense of ongoing long-term stakes for players.
So yeah idunno it's hard for me to imagine anything plausible which wouldn't be a major departure from Frontier's way of doing things; maybe they will "break character" and do something like one of the above two scenarios, or maybe this will turn out to be a much bigger and more developed project than I am willing to hope for.
