This doesn't appear to be working. At the station I'm at currently, there are 18 missions that require 'founder or elite', and two that do not.

Shooting a ship that is aligned to the same Power OR Major Faction as you results in a Power Rank penalty.
Could we get some clarification on this statement? Does this exclude wanted ships? When Bounty Hunting in federation space the bounties in a res site are always comprised of wanted ships aligned to the federation because there are always federation aligned minor factions in a federation system. Some systems like sol have all federation aligned factions.
How is anyone supposed to know this? Have the weapons been unlocked for testing?- Rebalanced damage values to make the Cytoscrambler more useful

Yeah, looks like most of the stuff they said they fixed isn't really fixed. Courier still heats up like a BBQ grill, still can't get strike bounties at all.
I test just those two things with every patch and if they're still broken, I quit and don't even bother testing anything else in the beta because I can't trust that will be fixed either.
It's like when I was in the Army and they were maddening about proper wear of the uniform. They figured if you can't get something as simple as wearing your uniform properly, then how can they trust you to crew an M1A1 tank properly?
If Frontier devs can't get something so simple as a heat value or military strike voucher done right, how can they be trusted to get the more complicated faction stuff to work at all?
Obviously Frontier is having serious internal QA issues at the moment. It being summer, I bet the guy who usually is in charge of that team might be on vacation.
