There is a change to the bounty system in this build:

Another new change is coming to the Powerplay beta to how the bounties system works. The length of time bounties are active will scale according to the level of the bounty. So at the bottom end – an assault charge, for example – you would receive a bounty, but the time it remains active will be quite low, say 15 minutes. For more serious crimes the time will increase according to the value of the bounty, so at 1,000 credits it’s a day and up to a cap of seven days for bounties of 7,000 credits or higher. The active time will increase if you commit further crimes, so committing numerous assault crimes will increase the bounty value and the time that it is active. We think this will provide better proportionality for crimes that are committed

Very happy to see this. Very similar to a suggestion I made in the crime discussion a while back. Now if only we can find out why the system authority are going homicidal over 100cr fines and why those files for be paid of before they become bounties...

I haven't had time to play the current beta much, but if the friendly fire system works properly and all bugs concerning hitting wanted ships giving you a wanted status (etc,) are cleared up then the new system should be okay. Friendly fire (FF) should not give a fine or a bounty, the problem may be how much FF does it take to become a crime (or more realistically can it be abused).

Personally I think fines under 1000cr should be able to be paid off instantly while in space, and to stop any abuse of this system you'll have a red notice attached to the cleared fine. Having 2 or 3 red notices within 15min would mean you receive a red notice infringement bounty using the new beta bounty system. Currently I'm not sure how easy it is to get a fine from simply bounty hunting with no intention of any shenanigans.
 
You have little idea what a scout is apparently. Unless your experience comex from cheap RTS...

i'm talking about pure strategy, doesn't matter where it comes from, you think because someone kills for a flag makes him a better man ?

a scout is expandable, doesn't mean that you're gonna throw him at the enemy like a piece of meat, it means that you are prepared to loose him anytime
