I did a test with my poor sensor and then later with a few other mods but this time by spending the cash on a new component and upgrading that instead.
Turns out the conversion warning saying that ultimately you will be able to improve upon legacy mods only applies to tier 4, maxed with special and tier 5 compared to good rolls on tier 1-3 rolls on old legacy mods :<
It doesn't warn you either that converting a tier 1 mod means it just gets deleted. My poor reactor T_T
