I'm editing this because it's now out of date. The original bug seems to be largely mitigated; spawn rates based on current testing seem to be consistent across time, they just vary based on locale. Basically, Brain Trees now have two subtypes, one type that produces only Polyporous Growths, and a second type that properly produces all material types. There is no known rhyme or reason to how the spawns are governed, and no visual indicators other than the presence of lack of anything but polyporous growths.
Basically, if you're only finding the one type, jump up into supercruise, fly a ways, and drop back down!
