PVP "Run and Gun" Sidewinder

Swap the ADC with another HRP, or even a Cargo Rack for pirating. Also, swap one Chaff for a Heatsink. Popping a Heatsink when you boost awat for an escape will be more protective than chaff.

If you don't want to use a Viper, at least drop some mass and get the 2A EPTs. ADC is useless on a Sidey, shields are marginal - for the same mass, you get twice (at least) many hitpoints from hull reinforcements. If someone can hit you hard enough, shields won't help very much.

You should get that Sidey over 700 m/s boost (745 m/s is maximum, but that is very sensitive to mass, and it's hard to keep below 44 tons).
 
Here is an updated version. I am a minebomber myself and claim to know what I'm doing. I have swapped the feedback mod for a SP mod (as you aim to nuke shields, you don't need to cascade SCBs as a destroyed shield gen will be of no use to a SCB, so try and module snipe the PP or whatnot). Then, I got rid of the ADC, it's useless. Git gud and dock manually :p. I then optimized your hull so that you have a higher thermal resist (which is important on small ships as most hitscan weapons are thermal based).
Then I did the same thing with your shields and added and extra booster. I also replaced the reinforced mod on a C1 bi-weave as it doesn't make any sense. The booster adds lots of resistances btw. Oh and I added a GSRP instead of a MRP. You already have an armored plant and FSD on top. That C1 MRP won't do much of a difference, that GSRP, however, will.

This should get you much better results.

Don't bother with a shield, it's utterly useless, ditch it and run a heatsink instead, you'll be able to toggle silent running at will and stay off their radar. everything else has been mentioned. Tbh though, use a dolphin or viper.
