Question about on foot CZs and how it affects the BGS.

I'd like to hop on this topic and give it a push.
We did some small scale tests in our systems and ground CZs seemed to work pretty well. It wasn't clean tests though, so random BGS and/or CMDRs might have influenced.
Now there was this video saying someone tested in a zero traffic system and the ground stuff did not do anything.
As a consequence, in our PMF, we are not quite sure how to deal with the Ody BGS influences, especially in regards of ground CZs.
Do you mind kindly sharing your thoughts, findings (if any^^) and how you deal with it in your squadrons?
