I am seeking some guidance on the BGS and Civil Wars as I am both new to this aspect of the game and I am aware that FDev have made some changes to the BGS in 2.3. I am familiar with the basics of Civil War, but there are a lot of sources of information on the BGS and I am unclear as to which of those that I have read are up to date. So my questions are:
1. I believe that a faction which has a presence in multiple systems can only have one state across all its systems. Therefore if a faction is already in a War, Civil War or Election in one system then it will not be able to enter into any other such contests in other systems that it has a presence in. You have to bring the previous contest to a close first. I am aware that these kinds of contest can interrupt other BGS states, but I believe that they themselves cannot be interrupted. Is this all correct?
2. Assuming that I got (1) right, then I believe that if the contest in the other system was a Civil War we will need to wait for the cooldown period to pass before another Civil War can start. But I assume that the cooldown for an Election or War does not prevent another Civil War from starting once the previous Election or War has finished in the other system. Is that correct?
3. I am aware of the need to equalise influence to trigger a Civil War. But what is the margin required for the influence of the two factions to trigger the Civil War, is it 3%? Also does the Civil War become pending straight away when the tick happens if the influences are equalised and there are no blocking conditions?
4. Once a Civil War becomes pending I believe we must keep the conditions for it in place until it becomes active. If these conditions are interrupted, then the Civil War will be cancelled?
5. How is the base that is awarded to the victor determined if a base is going to change hands. I have seen that it is randomly allocated or that it is the highest value asset the faction losing the asset has. Which is correct?
6. Is it possible to trigger a Civil War with the controlling faction if a faction that is not in control of a system raises its influence to 60% or more and keeps it there over the tick? Assuming of course that there are no blocking conditions that would prevent the controlling faction from entering a Civil War?
7. If a Civil War is triggered as per (6) then are you automatically awarded the highest value asset of the controlling faction if you beat them in the war?
Apologies if these have been answered before, but as I said at the beginning one of my concerns is how changes in 2.3 might have affected this.
