Raid missions (exterminate members of a faction X)

The game already says where the system that the faction operates. The issue is: Where in the system?

Use DSS to look for Planetary POIs on planets in that system.
CRASH SITE and/or IMPACT SITE are good.

There are sometimes scavengers sprouting up, so try to defeat them.
If they are not there, you can log back in with "EXIT TO MAIN MENU" and they may spawn.

I was able to get this achievement this way.

The only settlement owned by the faction was offline so I went to a Minor Wreckage (Threat 3) on the same planet and did kills and count them too. Relog 2 times and mission done.

Beginning to think this isnt a bug and might be a mission type where they dont give you a helping hand by marking the location in blue for you .
I did the above , ie , looked for places other than settlements and found my targets .

No its definitely a bug - the mission text specifically says "Search for targets in settlements controlled by.....". I just got one of these missions but the faction is in a state of Civil War and all its settlements are powered down. Very frustrating.

Thanks for tips how to do this type of mission. I hate to abandon missions :) ... and local POIs had in my case nice views :) (plus chance to get power regulator from wreck)

What ever it is it's still broke. Each raid I accept I get there and no one is at home. Usually bodies around. The last one there aren't any bodies to scan to allow entrance to structures and gain loot. Hope they fix it.

Be mindful of state - if the faction is in Infrastructure Failure for example, most if not all of those settlements will be offline.

On the system map for the named system choose the odyssey settlements and check the faction owners - found all my targets that way for these mission types
Problem is that sometimes all of the settlements that show owned by tha faction are completely empty, power downed, on one there. My last one like this had 4 settlements owned by the faction. Went to every one and all were deserted with no power. This bug still exists as of Oct 24th. Very disappointing.

That's not a bug, but it's a number of negative faction states (civil unrest, bust, etc.) that dictate whether or not they are empty settlements. Check the system map (or a site like Inara) before accepting those kind of missions as especially anarchy factions (with the farming and all) will often experience these states. In that case you're better off doing restore/reactivate missions as they will ensure these settlements will be powered up again, plus they're really easy to loot that way (you'll only have to deal with the occasional scavengers).

Not necessarily a bug, just the BGS producing an unlucky situation. That being said, missions to kill X number of NPC from Faction should not generate for factions that have no active settlements, period. I've been caught by this before and while the blame is technically on me for not scouting out the settlement in-game or on Inara first, the mission literally cannot be completed and is a waste of time and rep to take.

Yes, that's still very true.

As some have said - not a bug just bad system states - I took a power reg with me, powered up the system, grabbed some data and then powered the settlement down again running off with my power reg lol

I do not take these missions unless there are also missions to wipe out the criminal element in a settlement that belongs to that faction. Do the latter mission and you often end up fulfilling the objectives in the first.

Checkin wich state it is settlement you gonna target is crucial. You need be in system personally, and then map will show all current BGS states. Some BGS states means empty bases, so as others said, then worth to take while to learn and know wich one is wich. Atleast those ones wich means empty bases.

But yea, game can sometimes give such a mission, where tells: "GO TO X SYSTEM, KILL 18 X FRACTION MEMBERS, while currently there might be no active settlements at all, due of BGS, its more likely to happen on systems where is only a few settlements, and less on those systems, where is tons of it. Still, there is also other ways if that fails.

But again, as already mentioned, if that happens, POI are viable too, as those will spawn local criminals, and it will be counted as well. In fact, that might be preferred way to doing this type of missions for many, well... just for weapon schematics from any irregular markers that have threat level.

So if there BGS mess, check planets for POI, find just one. You wanna this: Ilregular Marker (threat 1-3) and any variant of this is good. There two variants of this, one with 2 containers + crashed skimmer (only place to get settlement defence plans) and other with 3 contatiners. But sometimes no NPC spawns. It might spawn with group or empty where npcs came from ships afta few mins. Exit to windows to log back, will reset POI, all things and npcs too.. bring tons of e-breaches too, you need it to open yellow boxes with password.

If there is no any POI, jump few systems and go back, POI might be re-rolled, and repeat until find good one.

So while it might be more hassle to look for POI instead of finding right settlement, it certainly can be completed either way.

It's a bug since patch6. At least for on foot type.
When you go to the ground base of target faction, the settlement is empty. I tried to power on and off to lure if any dropship bring my targets down there. However all drops were scavengers.
