Probably because a lot of people would buy the deluxe, play the beta and then cancel the preorder since they would still have the money.What I don't like is that the money is collected immediately and not only when "the goods can be delivered". Amazon and other online merchants can do that too, why does Steam collect immediately? I've reclaimed my payment until I know when the beta will be released.

You can only get your money back, when you don't have played the game. And only within' 14 days. That's the rules, which you get, when you ask for a refund.
