Removing rammers

Questions by their very nature can indeed be judgemental, as yours was. Just because it is a question doesn't eliminate the inference. I'm guessing that you're single and have never asked your spouse a question that they felt upset at the inferred judgement in the question.

They can't.

Making rash guesses about someone's personal details though is incredibly so.

I wouldn't have my CMDR destroy another CMDR's vessel just to spite the player behind that CMDR.

However, if I had reason to suspect three weeks of exploration data was going to be dumped among systems my CMDR had any vested interests in, and I had any doubts that the data would be used in ways conducive to my CMDR's goals, he probably would not pass up a good opportunity to destroy said vessel, as it could save me a corresponding amount of effort resisting or reverting such changes.
That's a good reason to stop an explorer. I like it. Regarding spite (aka karma), I've seen a lot a Dik moves in the last 5 years of playing this game. Many of them wouldn't think twice about being on the receiving end of a RAM because they don't really lose anything due to their massive credit balance.

Yep, totally fine, that's the name of the game. If it were me I might challenge them on what they are doing before opening fire, that's just me though

See, I've joined you in being judgmental. Whether formed as a question or direct statement, it still sucks the fun out of a conversation. I urge you to accept and move on.

My CMDR would probably lie, so he assumes everyone else would too.
Well of course and I guess it becomes a judgement call though.
However if you approached it as "Hey can you dump that stuff somewhere else's as doing it here will muck up my BGS plans" might be a good opener.
I do know of BGS and PP groups that do that and WILL blow you out of the sky if you don't go elsewhere or don't answer.

Can you scan a ship and see how much Expo data they have?

At the end of the day, you play the game how you want "Blaze your own Trail". However, you cannot hold other people responsible for things they do in game that breaks your own self imposed moral code, as long as that person is playing by the rules set by the EULA & TOS.

Ramming is fine.
Destroying a ship for no reason is fine.
Repeatedly destroying a ship without giving reason and opportunity to alter the actions provoking the repeated attack is not fine.
Combat logging is not fine.
Menu logging is fine. (although it would be nice if that timer was longer.)

The topic isn't really ramming but rather actions in game with no outcome other than to hinder/annoy other players

I ram people quite often in combat situations; both to annoy and to weaken shield/hull.

If there is an issue with people doing things that annoy others, well..... welcome to the frigging world. Grow a pair OP.

The "problem" also rests on the shoulders of FDev as once you've got that big, shiny ship or whatever you consider "end game" to be, many people turn to PKing and, yes, annoying other people. That is a failure of lack of gameplay. Furthermore, FDev wants a sandbox (as do I and many others of course), well in sandboxes the kids sometimes throw sand at each other. Again, welcome to the world. Perhaps this isn't the right game for the OP.

@CMDR Tony, I couldn't agree with you more. As designed, the sandbox allows for a wide range of activities, including activities that can annoy other players. It's supposed to a simulation of life in space, not life in kindergarten, so those that get offended at a game of bumper cars or at combat where the hull is used as a weapon will continue to find ED not to their liking.

Isn't that "imposing a moral code"?

LOL, highly skilful method of diverting all responsibility for player actions while blaming the developers, sterling work

@Renraiku, That's a good summary of the consensus from the players and Frontier over the last 5 years. I agree that a lack of interesting game play from Frontier is partially the cause for PKing. Even though some players would engage in random PKing even with more interesting gameplay, the problem lies with the absence of a wider and more interesting variety of story-driven and mission-driven game play.
