(They added Installations with the recent patch, because we can build them, but I think non-dockable megaships are still not shown, because we can't)

Yeah they only show in the nav panel, even though they count as a surface signal for landable planets they orbit, of course not for non landable planets. Interestingly you can use the nav panel filter to filter out almost everything except megaships, so if you are jumping around quickly looking for them it makes it easier.

Can the same megaship be re-scanned from week to week for new weekly assignments? I'm getting a "you've already scanned this" type of
message as I re-visit ships using the previously downloaded logs to find their new locations.

Yes they can, but it's a 7 day period iirc. So if you scanned a megaship on Sunday for the assignment, you can't scan it again on Thursday for the new assignment.
