Well, wouldn't be the first time Rowan Atkinson has played the Doctor...
Never considered Chris O'Dowd, and not so sure. But he could make a good companion...

Jack Davenport would be good. I liked him in Ultraviolet (The series, not the silly Mila Jovovovovovovich film).
I'm too used to Dylan Moran and Richard Ayoade as their respective characters in Black Books and The IT Crowd. Explanations of how the TARDIS works would range, in my head, wildly from "Pfft. I don't know. You just press this button and it goes to the nearest off-licence" to a complete technical breakdown of the time rotor and exactly what part of the chameleon circuit is broken, taking up 2 and a half episodes.

here is a question regarding Dr Who, though there is no reason why the doctor cant be black or a worman or even both, but in the 50 years of doctor who he has always been a White male, do you think its time to change this or do you think that the formula works fine as it is.

I think it should stay as a male, as it kinda fits the character more. A female Doctor could work, but it'd need a good actress.
I don't see how skin colour is even relevant, personally... Mels/River was shown to change skin colour, so it's not like there's no precedent for it, and it's not like there are any differences beyond that (unlike with gender).
He should definitely still have a British-based accent, though, regardless of where he's from. (Or she.)
The Doctor must stay British at least......That would be like changing the Tardis to an American phone booth....The Doctor is just good old time British tradition.

As you suggested before, Dylan Moran would make a good Doctor - liked him from Black Books ... hmm .. thinking of which ... would Bill Bailey make a good one too
Skin colour is utterly irrelevant. A female Doctor would be good BUT ONLY if the writing did not change (beyond personal pronouns etc.) to "accommodate" the gender swap. It would be disasterous if it did, and utterly pointless... Ripley in Alien was written for a male (default). Then they cast a female (Sigourney Weaver) and changed nothing script-wise - result: a classic.
