Are you also looking into whether the potential CC from expansion systems is correct? It is very different than what was being shown in the cycle 1 prep tab.
Aisling Duvals spending CC seems wrong, all systems were fortified and one also undermined. Add the 3 systems we should have expanded into, shouldn't her available CC this cycle be about 980?

For anyone else at all confused about how this is worded, we figured out on Quakenet #Elite-Dangerous that what MB means is that normally you'd lose 50%, but due to this cycle only being 6 days they made it so you only lose 6/7ths of that 50% instead. Thus you'll have remaining 1 - (0.5 * 6/7) = ~57.14% of the merits you'd handed in before the cycle ticked.To address concerns raised by those Commanders who were not expecting the first Powerplay Cycle to end this morning, we have reduced the decay so that all Commanders have only lost 6/7ths of the Merits they would normally have lost at the end of a cycle. This affects this cycle only, all future cycles will decay at the full amount.

Maybe that should had been stated in the manual. The 15 light year things.. it was not mentioned anywhere and totally screwed us over. Also does this mean that if we target two systems that are both within 15 light years of each other, ie we want to expand into both, only one will succeed?

This update is quite confusing and possibly still wrong, as it appears to confuse PREPARATION with EXPANSION. Going by the state of Torval's power just before the update, we had enough CC to prepare Caspatsuria, Kappa Phoenicis, Kappa Fornacis, Kaliki, and LFT 37, and had prepared all of those systems above their triggers, and above any efforts from other powers. We succesfully reached triggers to expand into Tangphonsa, Naunei, and Carnai, and were not successfully opposed in any of those systems. A particularly notable mistake is that Kappa Fornacis is in Hudson's expansion tab instead of Torval's. Another is that Kappa Phoenicis should have been prepared, as we most certainly DID have enough CC for all 5 systems mentioned Torval is still listed as having 890 CC available, when this number should have changed.
