1º Hmmm, customers are buying a lot this product, well, you don't fix what is ain't broken, keep the sales going.
2º Hmmm, this product is doing well, we should improve it to further boost sales.

I bought one paintjob long time ago, it's quality is amateurish so not worth money.
I did way more complex and better paintjobs after one hour learning to skinning in one other game.
Didn't look new ones but if they are low standards like OP described than it is shameful for PAID product.
Anyway nobody force us to buy paintjobs so best vote is made by our wallets, don't buy upfront and don't buy what you don't like!
