Shipyards Offline After Trailblazers Update 3

No no, I'm not trolling. You sent an Inara link. No good. Please print screen your in-game Tech level scale. With the blue checkmarks. Dear Lord help us!
Each facility has it's own blue checkmarks. You need to add 'em all up. The system doesn't have a total count unless i've missed that and my spreadsheet is superfluous!

Daaaaaaaa!!!! Now I'm feeling trolled. Then how do we know what 35 is??? It's my only station in the system. One single lonely asteroid base.
How many Tech levels is 3 check marks on my asteroid?

That's got to be 3 because Asteroid bases give +3 Tech Level Change. Coriolis only gives +1.

You need to build other things that also have a + Tech Level. When you add them all up, they need to be >=35.

OK, thank you! Finally. So then 3 equals three. Fantastic. That means, since the scale only goes up to 10, I will need three more full Tech level 10 bases plus two more check marks for my asteroid to get my shipyard back??

Fascinating! Welp, that also means those are three level 10 bases that I shalt NOT be building. One sweet little Asteroid base for sale. DM me if you are interested.

No worries, apologies if I was opaque in some of the earlier answers; it's a bit of an opaque system honestly.
Personally i'd say to hold onto the base & system and forget about it for the moment. Future you might wanna dip back in!

But why not? No more surface slots in the system? How about orbital slots?

Thanks Mate and sorry for seeming impatient. I have no choice but to hold on to it. I wish I could sell it. I just can't be bothered to do this level of grind to get a shipyard back that I was locked out of after the fact. I don't appreciate being chumped by a video game. At least I got a plaque with my name on it.

Well, the second word I'm going to use this this colonisation malarky is "off". I'm sure others will have plenty of fun with it, but I'm not hauling that much just to get basic functions.

One large research bio surface settlement gives 10 points and it takes 8k+ tons of construction material to build one. It's not like building another T2 station or an outpost.
 
It's a case of building stuff that increases the total blue marks to 35 in the Tech Level category. Note, if you solely focus on this you may do so at the cost of some of the other categories (i.e. Security). I genuinely don't know if that's a factor to consider just yet!
FWIW, i've built the following that effect my Tech Level (order is the build order) and i've excluded anything that doesn't effect Tech Level in this list:

Hey ya'll I wanted to share this interesting behavior. Yesterday I posted this:

Wanted to mention that my shipyard came back today, after completing a refinery hub and a small agricultural settlement.

System stats are Security -2, Tech Level 5, Wealth 8, Standard of Living 8, Development Level 11

Before those two additions, it was Security -1,Tech Level 2, Wealth 3, Standard of Living 3, Development Level 4

This makes me wonder if it's development level that triggers a ship yard?

and today, after a couple new constructions (refinery and comms installation), I had Universal Cartographics turn on.

Stats today are
SecurityTech LevelWealthStandard of LivingDevelopment Level

This system is HIP 81682. It only has 12 total slots. This makes me wonder if instead of the requirement to activate services being a hard 35, if it doesn't scale based on the size of the system? Hopefully this is the case, because it was really tricky trying to plan out the system for 35+.
