Specialised Ships should have Built-In Cargo Racks/Passenger Cabins

In some cases, specialised ships are worse at performing their task than multipurpose ships - for example, what is the point in buying a cargo-specialised Type-9 when you can, if you have the rank and money, buy a multipurpose Imperial Cutter which can carry both more cargo and also be much more manoeuvrable, have both decent defensive and offensive capabilities and excel in pretty much every aspect as compared to the Type-9, with the exception of the horrible Imperial design. :)

Then there's the Dolphin, Orca and Beluga which despite being specialised for passengers get outperformed by any ship that has more optional internals (Anaconda, Corvette, Cutter, etc..) - the only characteristic that sets it aside from other ships is the ability to carry luxury cabins; which are, a waste of a slot, in my opinion.

Why not give specialised ships an extra core internals slot - similar to the core fuel tank, each specialised ship has a slot that can equip a cargo rack or passenger cabin depending on the ship. Then extra cargo racks or passenger cabins can be placed in optional slots, as with the fuel tanks. Nothing gets nerfed and specialised ships get a boost in their role making them a more viable option as compared to multipurpose ships. That extra core internals slot can be exactly the same size as the ship's fuel tank.

People hate variety 🤷‍♂️ PAX specific cabins were already removed once, I doubt they would come back
 
Why would I take the Dolphin to the outpost when I can take the Python...which doesn't even have any windows for passengers. A lot of things in this game is half and immersion breaking

Technically true - unshielded Cutter 794 tons vs T9 790 tons.
But shielded (unless legacy player with legacy shield mod) Cutter 730 tons vs T9 758.

I get your basic point, but if you ignore price and availability (empire rank grind), you could argue practically everything that is middle class average is worse than the top tier best money can buy thing. The T9 used to be a stepping stone ship - until the more recent years where credit earnings allow you to skip it and go straight for big 3.

But I like the space whale, have one for odd jobs in my fleet. I keep one parked near PP materials pickup to do my 1 run 750 merit haul whenever I need to re-rank for prismatic shields buying.

Back to the point though, not sure you're aware but the comparison difference between Cutter and T9 was even worse before, but based on feedback just like yours, they buffed and added cargo to the T9 signifcantly such that basically it's a close even comparison hauling wise, has no rank lock and costs ~1/3 the Cutter base tag.
 
On the overall topic though, I would love to see even more a buff to the T-series ships. Given FCs and their huge holds plus cargo transfer needs, heck buff T-ships to 2x cargo or more.

Bring back the -Cargo Only- limited slots and add a couple big ones to each T-series.

Even if the T9 carries ~1600 tons, it is still a giant space whale - slow, lumbering, not very well armed even if fully kitted for weapons, shields, etc. No one is going to go combat wild in a T9 with cargo-only buff slots to make it 2x current limit.

Obviously if they did this, it would become ship of choice for cargo transfers to/from FCs, but I don't see problem with that.

Alternatively how about a total change and have all ships prebuilt with minor variations selectable at purchase but then they are fixed though still able to be engineered.

You'd be surprised how versatile the Dolphin and Orca can be. I think the Orca can have something like the 5th highest jump range in the game. The only thing they really lack for is weapon hardpoints, and there's always ramming speed.
