Tractor beaming live players / ships definitely leans more towards Garry's Mod than it does towards 'game' ;)

I dont reckon most people start a session hoping to be someone else's physics toy...

Disclaimer: I didn't read anything beyond the title.
CIG specifically said in the video that they're just going to open it up and see what we do and go from there.
So, fundamentally, you're correct. But it's an informed decision to see what develops and level set afterwards.
I personally don't have any objection to this approach.

So, better to waste some time to discover that what OP has written is true, and then make changes, rather than take this feedback on board from the start? Perhaps it would have been a good idea if that poster had actually read the post first?

What he described does sound like the standard operating proceedure for CIG.

LOL, the devs actually talked about holding people with tractor beams here, so looks like any deflection from the faithful that its not going to happen... well, its going to happen (if they can make it work)

 
Sadly I'm not that excited. I hear most of his meal-plans come out half-baked, at best.

The one with players derelicts and players corpses that can be found in the wild and you can explore/loot ?
Because how PES handle bottles is not the main function of PES.

And I'm not saying that doesn't sound cool, in theory at least - I'm not afraid to give Star Citizen credit where it's due, even if that is isn't reciprocated where applicable to Elite in return. In practice though, apart from not being able to loot bodies in Elite, which I would like to see to be fair, spawning POIs serves the same purpose with much less room for collateral issues.

A question, so if someone goes to an NPC settlement and kills everyone there, what happens to that settlement, do NPCs respawn there after a while and clean it up or is it now just deserted, or what?

It's kaputt, of course. You destroy settlement and it stays destroyed. Why wouldn't it? The persistence dictates so.

Star Citizen lets you kill NPC? That would be something most games don't let you do.
 
I'm using Elite as my base, apart from concourses where you're prevented from carrying weapons, all ground NPCs can be killed. Are you saying that Star Citizen doesn't allow for that?

You can kill NPC's in SC. Most NPC's are in armistice zones, so you cant really kill them there. And they respawn. Certain missions have them spawn in waves. There arent enough locations for them not to respawn.
