There is a recurring dream that "exploration" would include the ability to sell waypoint coordinates to other players in game or something vague like that.

That's the problem with this sort of "exploration" content in an online community. As soon as one person finds something then everyone knows where it is. Same with things like Jameson crash site in ED or the guardian ruins or whatnot. In ED, finding these things the first time is like finding a needle in planet sized haystack, in SC, everything is so small, relatively speaking, its barely a challenge even for the first person to find it.
This sort of exploration content would have worked well before the advent of the internet... nowadays, exploration has to be different.
