In short, they're both currently pretty terrible. They neither function well currently, nor have an in-game reason to exist, beyond sandbox foolery.

Yes, all ground vehicles are not really useful now except for well organised org play. The tank will not change that. There is still a lot of work to do to make them useful.
For what I know, CIG have not talked about the exact place they will give to those ground vehicles in the global gameplay of SC. I have few sparse info :
  • they want some planets with so bad weather conditions that only ground vehicles might be useful to move between 2 points or reach some places.
  • one of the main goal of ToW is to balance ground/air gameplay
  • they want missions with too strong ground to air defense for small and medium ship to approach the enter point. Only ground vehicle might be able to approach the mission.
CIG have started to implement the last point. Before the last patch, I was able to get rid of all turrets defending a ground base with a simple Aurora. Now, I have to land far away and travel on foot to get in the base.
 
Can't believe it. I've just upvoted both Lethality and logicalChimp. Its a topsy turvey world.

logicalChimp got the upvote for using incompentent and CIG in relation to each other.

logicalChimp has for years been on the SC reddit excusing every misstep made by CIG. The thing is, he actually does present well thought out arguments and i've never seen him stoop to insulting someone for disagreeing with him. I had a few back and forths with him over the years. But he was always there, white knighting for CIG.

So to see him even suggest that CIG could be incompetent was a major shock for me.

Those are something :). (Although I remain deeply sceptical that ToW isn't marketable module first and foremost ;)).

I think the tank just really stands out as a completely daft 'fan appeal over sensible design decision' thing, partially because it really is an obviously bad fit for proc gen planetary surfaces. If it was design led, over marketing strategy led, you'd just say: Forget that, it's going to be a pain to make it work with the rock scatter, it's not going to work well with the varied inclines, the track is going to clip through everything and look ugly. Let's stick with wheels + suspension / hover options.

It doesn't help that the Ballista is unable to climb hills as it is.

I really think they'd just make a better game if they are least prototyped these things before selling them. But it really isn't the CIG way...

You read that players can shoot back. Next thing you post is that there will be ground to ship combat.
If Piers Jackson say players can shoot back at ship, he's certainly not saying you can shoot back with slingshot. "Shooting back" necessarily means "with notable damage to make the target react". If not, it's not even worth mentioning.
With the shield of ED ship, it means at bare minimum something like an Animus missile launcher in SC which is a ground-to-ground and ground-to-air weapon.

Well my Cutter is shield tank it can take damage from major combat ship for a good time. Beneath it, it is also hull tank, and can do likewise. Idea of anybody damaging it with man portable weapon is ridiculous.
 
tbf it doesnt rule out being able to use a turret or something, doesnt specify hand held but does imply it. Point is we dont know either way for sure, but unlike SC we will know for sure before 'the end of next year'.
Turret or so on is ok :) At least assuming it has firepower like major ship or station cannon.
