I feel like you need an elaborate explanation of this short statement, but you are afraid to ask.
the only thing that would make me happy with tomorrow's dev post is if they were announcing a user run local server that you can have your or other people's clients connect to and how those servers would allow mods that do everything from replace unit ai to alter system, replace UI screens, to replacing the missions/stories / galnet etc, add narratives etc...just full control to override nearly everything.
