I'd like to offer my opinion on the upcoming judicial system of Elite: Dangerous and some ideas on the way station defense should handle criminals.
First of all, my main concern is with where stations should nuke criminal commanders. As discussed in my "Explosions and Shrapnel" thread, I believe the explosions should be ramped up and shrapnel should cause broad damage.
Following that line of thinking, I doubt any station defense would shoot a commander's ship INSIDE the docking area. Imagine the shrapnel damage - well, realistically. I believe stations should give criminals a chance to land and pay their fines, when they broke the law inside a station's docking area.
"Pad Loitering Violation. Launch Permission Revoked. Land On The Designated Pad To Settle The Fine. Warning. Leaving The Station Without Paying Will Result In Bounty."
If you land and pay, all is well. You should also not get a Launch permission when a fine is out. If you launch anyway and leave the station, the gloves are off. The Station Defense would probably have no problem whatsoever shooting a commander's ship outside of the station, where their shields could protect them, as it protects them from asteroids and other debris. Plus they'd have no guarantee the criminal would ever return to pay their fine. So they should just go for it - put a bounty out, and try to collect it themselves.
Another suggestion: Scrap Parts and Ship Debris should be collected by the nearest station, including cargo, to be sold at the markets to recoup losses (due to damage) or simply to profit. Of course a smart commander with a tractor beam should be able to take in the cargo themselves if the station's beams / collecting vessels aren't fast enough. But I'd like to see that implemented, including the price of scrap metal going down where a ship was destroyed nearby.
