Surface hub Outpost/Civilian what do they do?

About Colonization, there are two surface hubs, Civilian Hubs and Outpost Hub (to be clear they are those that ones built you can't dock in)
They respectively give:
-3 Security +3 standard of living +2dev level
-2 Security +3 standard of living +2dev level
Aside these stats is there any other benefit? They are basically houses, so shouldn't they boost population more than other hubs?
Has anyone built some of them? Is there any other hidden mechanic? Why aren't they related to any economy?
 
The main effect most of the hubs seem to have compared to other T2 structures is a strong effect on system economy - I started with an industrial outpost, but after building a satellite (none), a relay station (hitech), a T1 extraction settlement, a T1 agricultural settlement, a T2 tourist settlement and one refinery hub, my system economy is showing as industrial/refinery.

It'd be nice to see how much of an effect it has, whether I'd need to build more than one to stop settlements/installations of the "wrong" economy from switching the system's economy type and so on.

As for the ones with no economy type at all, that seems... honestly kinda pointless unless you're wanting to convert T2 points into T3 points without affecting the system economy.
