You are correct actually. I'm happy to admit I am wrong, but still unhappy with the current state.And I found Odyssey style crash sites 20,000 LY from the bubble - the ones where a satellite is down, crashed Eagle etc.
They exist all over the galaxy currently, not only near the bubble - even though we were told they were being removed.

There were several "crash site" in today's "mystery" for the Salvation arc, on the last planet of the search. Non related to said mystery, just random POI.
The site is around 1300ly from the bubble.
Even with this in mind though, should I expect several of them on every single planet I performed a detailed scan on? That was my experience pre patch at least when going on a short stint outside the bubble (1.5k LY) to check out the new tech. Every planet I tried had at least 4-5 POIs.That's normal I think, POI crash sites and others are (or were in Horizons) programmed to appear within a certain range of civilisation and peter out gradually to zero, I suspect ratcatchers is near enough to Colonia to get some and yours is plenty close enough to the bubble, it looks like they haven't got to the gradually bit yet. Where I am yesterday I saw none for quite a few systems, around 3k-4k+ly from the bubble. You will also encounter them along the Colonia Highway, at least you did occasionally in Horizons. So having a few 1300ly from the bubble is not unexpected, but once you get past the 5000ly point they should in theory stop altogether.

It hard to say for sure, but there definitely is a distinct reduction in Odyssey style POIs.
Most, but not all, Odyssey style POIs have a Threat Level. It could be that Odyssey style(threat level) POI's have been disabled outside of civilized space.
I did end up finding a crash site with an accessible panel.
So what it really might be; is a reduction in Odyssey Style POIs, but not a reduction in Horizons style POIs.
The supposed fix for POI's spawning all over the galaxy was to make them Horizons(style - content, not client) only.
My main issue is here:
For those not in the know, an essential component to upgrading, anything, are manufacturing instructions. These can be found in settlements(typically High Tech, extraction, or industrial). These are data.
However, these are best found at Impact Sites. Impact Sites have three variants(which have been in place since Horizons).
In the Odyssey update, the first two have been converted to Odyssey style. They have panels that can be cut open, and data points to download from. The third has the same basic model, but there are no access panels or data points.
- First, is what looks to be a crashed satellite.
- Second, what looks to be a crashed nav beacon.
- Third, a crashed satellite surround by structures.
So, I thought it would be easier to find Impact Sites in an uncivilized system. I picked a random system, ten to twenty light years out. Every POI was Horizons/legacy style. The diversity of POIs has dropped substantially. I snapped a few pictures as well.

First, this makes the already frustrating grind worse. Yes, you can use exploits, but you shouldn't use them.
Second, and more importantly. This has seriously hurt the diversity of content. The addition of Odyssey POIs added a lot to the POI system, but was still a little lacking in terms of content. Most Odyssey POIs are reworked from Horizons. There were not a whole lot of original POIs from Odyssey.
So... because most of the interesting POIs were converted to Odyssey, and Odyssey POIs occur only in civilized space. Out exploring, you are not going to find anything interesting(in terms of POIs). You are only going to find the Horizons POIs that were not converted to Odyssey.

Just seems a bit excessive (and dare I say gamey) - 1 every 10 scans seems more reasonable to me (and I agree it should eventually stop).

First, it was only 10-20ly out of the bubble.
Second, Horizon's style POIs still appear, which includes Artificial Structures. Such as the infamous "tea factory".
The more interesting Odyssey style POIs don't appear(the ones with threat level). Such as the crashed Anaconda.
Crashed ships make sense, the Tea Factories don't make sense.
Third, there are WAY TOO MANY. I didn't bring this up, but 20,000 ly out, and the same planet has 5-10 distress beacons on it? That is ridiculous. The problem with POI's hasn't been solved. They just turned off a specific type of POI(which constitutes the majority of interesting ones) but left all the other ones on.
