I think it was a tongue-in-cheek (this was written by Sally, after all) reference to Ram Tah being all excited about the Unclassified Relics and possibilities they were supposed to bring, and the fact that as of U15 it was several months old and nothing had come out of it. (As we all know now, something eventually did.)
