Dont be offended by some of the tributes in the game. If you noticed ED does tributes to SCI FI movies. The Southern accent is a tribute Cruise's OBLIVION. Furthermore, people who live in rural parts of Northern States have similar accents.

As a Texan I have to say that woman traffic controller with the fake southern accent makes me want to rip my ears off. For those of you in Great Britain it is akin to an American saying "ello guvna fancy a spot o tay?' (shudder) Absolutely horrific.

As a Highlander Scot there is a horrid one in Baldur's Gate or Icewind Dale, I think.
I believe the voice actors are British. I suspect the one in question is British and has tried to copy Dolly Parton.
Even the 'American' voice used for most Fed stations is just a generic accent. A lot of Brit actors are used in US movies these days but when you ask yourself 'ok which state does he come from?' you realise it's a Brit using a 'generic American' accent e.g. Idris Elba. I've worked with a lot of Americans and they all had variations in their accents because they came from different states.
I did NOT say it was a bad Texas accent, I said it was a bad SOUTHERN accent. But I get your drift with the 'in the distant future accents can change' idea. Interesting idea.
