Didn't they say/write something about nebulae not being implemented in game?
The trouble with nebulae is that I'm not really sure you'd notice that you were in one.
It is very diffuse by our standards. By the standards of interstellar space they're like clouds of bricks.
They would be very difficult to model in the game. A 2D image stretched etc... would work but would be rubbish. It really needs to be in 3 dimensions or particles and then you're opening up an entirely different kettle of bananas.
You'd never see one when you were in it for a start. They'd be pretty from a distance as reflection nebulae but absorption nebulae .. I don't know how you'd do that at all.

jump to system - refuel at gasgiant upper atmosphere (if there is one) - jump further ...
but maybe the bug äh wormhole /slipstream drive from Elite 2 can be reproduced![]()

Now 400 billion + star systems can't be done by one player. Not a math nerd or anything but I imagine 400 billion seconds is a huge chunk of your life... that is if it took you one second to visit each system and we all know that that isn't how the game goes... and for the record 100 years take roughly about 3.15 billion seconds... far far short of the 400 goal.
Sadly science fact crushes science fiction again with this one.
